楼主，我电脑的毛病跟你的一样，而且我是不光IE被流氓网站给修改了，我用的腾讯TT也被修改了，很头疼。
IE可以用杀毒软件修复，可是像遨游，腾讯TT等这些浏览器杀毒软件都不管啊。
在网上搜一些改变权限强制删除的办法，或者干脆先卸载遨游，再想办法，然后重新安装一个。
最后我用QQ安全管家，直接修复了，你试试

无法修改说明文件被保护。。。
估计有驻留内存的病毒进程。。。
先用任务管理器结束可疑进程，
实在不行，找张系统盘，进里面PE系统，再删它就很容易了

具体的不是很会，但我家电脑使用金山毒霸的，里面的金山网盾挺好用的，可以锁定IE主页，主页被篡改时都有会提示是否同意之类的，希望对你有帮助。
那就干脆用金山得啦，挺好用的，而且永久免费。。。
